Energy and Utility Facility Cleaning in Los Angeles County
Refinery-side offices, utility corporate campuses and infrastructure agency buildings, cleaned by background-checked crews who follow each gate's rules.
The short answer
For refinery admin buildings, utility corporate offices and public infrastructure agencies, EBS Maintenance delivers energy and utility facility cleaning in Los Angeles County on a written, site-specific scope. Crews complete each operator's contractor orientation, wear the PPE the gate requires and clean offices, control buildings, locker rooms and lunchrooms on day, evening or overnight shifts. Supervisors log inspections in the eHub system so the site's safety team can see what was done.
The South Bay refinery belt and the offices around it
Los Angeles County's refineries cluster in the South Bay and harbor area. The Chevron El Segundo Refinery sits in El Segundo, the PBF Energy refinery is in Torrance, Carson has refinery operations alongside manufacturing and distribution, and Wilmington adjoins the Wilmington Oil Field and several major refineries. Inland, Paramount also has a refinery site.
Refinery office cleaning here is office work behind a security gate. Admin, engineering, training and lab buildings need the usual carpet, restroom and breakroom care, but each cleaner first completes the refinery's contractor orientation and badging, and some areas beyond the office doors call for flame-resistant clothing or personal gas monitors. Title 8 section 5189.1, the Cal/OSHA process safety rule written for refineries, gives contractors on site their own duties, so staffing is planned around it.
Utility headquarters and public agency buildings
Away from the harbor, most of the work is large office space. Rosemead is home to the headquarters of Edison International, parent company of Southern California Edison, placing corporate utility offices beside the city's retail strips. Alhambra has the Los Angeles County Public Works headquarters on Fremont Avenue, and the South Coast Air Quality Management District on Copley Drive is Diamond Bar's main office employer.
Buildings like these run as ordinary multi-floor offices with a few sensitive rooms: operations or dispatch centers, server rooms, records storage and executive floors. Utility building janitorial for them follows the tenant's access list, keeps cleaners out of restricted rooms unless escorted, and adds a day porter for lobbies and restrooms when public meetings bring visitors in.

Planning energy and utility facility cleaning in Los Angeles County
One energy company can need very different scopes across its buildings in this county. The walkthrough at each site decides which of these settings applies and what the crew does differently.
| Setting | What changes in the scope |
|---|---|
| Refinery admin and control buildings | Contractor orientation, gate hours, site PPE, nothing inside process units |
| Oil field and harbor industrial sites | Heavier tracked-in soil, floor degreasing, outdoor heat planning under Title 8 section 3395 |
| Utility corporate campuses | Large-floor office routine, day porter coverage, detail work after hours |
| Public agency headquarters | Visitor lobbies and public meeting rooms, sign-in and escort rules |
| Operations and dispatch rooms | Cleaning timed to quiet periods, dry methods near consoles |
Distance, traffic and shift timing across a large county
Crews coming from Corona take SR-91 and the I-405 toward the South Bay, or SR-60 and the I-10 toward the San Gabriel Valley. EBS builds those drives into the schedule so evening and overnight teams arrive before the shift they cover, and keeps the same people on each site so their gate badges stay active.
Absences are covered by backup staff, and a field supervisor checks the substitute's first visit. Pressure washing, floor refinishing and glass work can be booked as project days during a plant turnaround, when offices and lunchrooms are crowded with visiting contractors.

Questions we hear
Still not sure? A supervisor can answer at the walkthrough.
Request a walkthroughAll questionsCan you clean refinery offices that sit inside the plant gate?
Yes, once the refinery approves EBS as a contractor and each cleaner completes its orientation. The scope covers admin, training and lab buildings and the restrooms and lunchrooms that serve them, while process units stay with the refinery's own crews.
Do your crews wear flame-resistant clothing?
If a site requires it in the areas crews enter, they wear it. PPE is agreed building by building during the walkthrough and written into the scope, so the requirements are settled before the first shift.
Do you clean utility corporate offices as well as plants?
Yes. Corporate and agency offices get a standard janitorial program, with a day porter where lobbies and meeting rooms see visitors, plus periodic carpet, floor and glass work after hours.
Which parts of Los Angeles County do you serve?
Downtown and Central Los Angeles, the Westside, the South Bay, Southeast Los Angeles, the San Gabriel Valley and the San Fernando Valley, all reached from EBS's one office in Corona.
Are your cleaners background-checked for secure sites?
Yes. EBS screens, background-checks, trains and uniforms its cleaners, and carries a license and insurance. The company also has experience in high-security and access-controlled facilities where escorts and sign-in logs are routine.
